Should I choose JPG or PNG?

JPG is usually smaller for photos. PNG can be larger and can represent transparency when the decoded image contains it.

What part of a HEIC file is converted?

The tool converts the primary still image. It does not preserve Live Photo video, bursts, depth data, auxiliary images, or metadata.
